Meath County Council confirms that a licence application, lodged MCD Productions Ltd. for a concert, headlined by Madonna, scheduled for Slane Castle on Sunday 29th August 2004 was approved today (Wednesday 23rd June 2004) subject to 17 conditions.
The conditions include a levy payable to Meath County Council, at a rate of € 1 per ticket, in respect of environmental improvements which may be required due to impact on the village of Slane.

Council Grants Licence for Slane Concert
Meath County Council confirms that a licence application, lodged MCD Productions Ltd. for a concert, headlined by Madonna, scheduled for Slane Castle on Sunday 29th August 2004 was approved today (Wednesday 23rd June 2004) subject to 17 conditions.
The conditions include a levy payable to Meath County Council, at a rate of € 1 per ticket, in respect of environmental improvements which may be required due to impact on the village of Slane.
Other conditions attached to the decision to grant the licence include:
The license shall apply for the staging of one event only on 29th August 2004. The attendance at the event shall not exceed 80,000 persons
The event shall commence not earlier than 1400 hours and shall finish on stage not later than 2230 hours. Spectators shall have vacated the site not later that 2400 hours(midnight). The gates shall open earlier than 1400 hrs on the day of the concert at the request of the Garda Síochána in the event of a build up of patrons at any of the entrances
An Event Management Plan for the event shall have regard to and accord with the provisions of the licence and shall be re- submitted to the Planning Authority for agreement not later than two weeks before the event. The Event Management Plan shall include a Major Emergency Plan, Traffic Management Plan, Safety Strategy Statement, an Environment Monitoring Programme and Clean-up Programme and all management arrangements, required in the interests of public safety, public health and public order and
The entire area affected by the event shall be fully cleaned, both during and after the event and all litter shall be removed by midday on Tuesday August 31st 2004, to an approved landfill site or other approved means of disposal or recovery.
The removal of structures and the carrying out of any works for the reinstatement of the lands subsequent to the event, for the full clean-up of the area and the local area adjacent to and including the road network on the approaches to Slane Village
The licensee shall provide a minimum of 450 no. chemical toilet units (unisex) in public areas on the concert site. A minimum 114 no. chemical toilet units toilets shall be provided at car parks, bus drop off points and in Slane village. The licensees shall provide and maintain adequate temporary toilet facilities outside the boundaries of the site, in the village of Slane, at bus drop off points and at all car and coach parking areas.
The licensees shall comply with the “U.K. Noise Control Code of Practice on Environmental Noise Control at Concerts”.
The licensees shall provide adequate protection around St. Erc?s Hermitage
Prior to the event, a cash deposit in the amount of € 38,100 shall be lodged with the Planning Authority by the licensees as a surety for the satisfactory completion of the Clean-up Programme
Prior to the event, the licensees shall pay to the Meath County Council, The North Eastern Health Board, Civil Defense and the Garda Siochana the following amounts as a contribution towards the estimated costs of measures to be taken by these authorities in connection with the event.
